This program provides grants and related to assistance to eligible Alaska Native-serving institutions and Native Hawaiian-serving institutions of higher education to enable such institutions to improve and expand their capacity to serve Alaska Natives and Native Hawaiians.

This funding is not specific for broadband; however, grantees may use it for broadband purposes. There isn’t a minimum speed build-out requirement.
There are two levels of eligibility to qualify as an eligible institution under the Title III, Part A, ANNH Program:
Designation as an eligible institution:
(a) Be accredited or preaccredited by a nationally recognized accrediting agency or association that the Secretary has determined to be a reliable authority as to the quality of education or training offered; (b) Be legally authorized by the State in which it is located to be a junior or community college or to provide an educational program for which it awards a bachelor’s degree; and (c) Be designated as an “eligible institution” by demonstrating that it: (1) has an enrollment of needy students as described in 34 CFR 607.3; and (2) has low average educational and general expenditures per full-time equivalent (FTE) undergraduate student as described in 34 CFR 607.4.
Percentage Requirement:
An institution may receive a grant under §317 of the Higher Education Act (HEA) if, at the time of application, it has an enrollment of undergraduate students that is at least 20 percent Alaska Native students;
Or
An institution may receive a grant authorized under §317 of the HEA if, at the time of application, it has an enrollment of undergraduate students that is at least 10 percent Native Hawaiian students.
