West Virginia does not have an office dedicated to broadband; however, in 2016 the state established the West Virginia Broadband Enhancement Council, within the West Virginia Department of Commerce, to direct plans, policies and procedures to expand broadband within the State of West Virginia, with a focus on unserved and underserved areas.
In 2017, West Virginia tasked the Broadband Enhancement Council with creating a statewide broadband map, a loan guarantee program, and other outreach goals. In 2018, the state awarded approximately $1.5 million in HUD CDBG allocation to broadband projects, including three infrastructure projects and nine planning projects. West Virginia also plans to award approximately $4 million in Special Telecommunications Funding from the Appalachian Regional Commission.
