The funding comes from the High Cost Support Mechanism, which the Colorado Public Utilities Commission has authority over and controls the transfer of funds to the Broadband Fund.

The second fund is The Department of Local Affairs, which distributes infrastructure grants “to local governments regional planning and middle-mile and community anchor institutions projects through its energy and mineral impact fund.” As of September 2018, the program has awarded $20 million.
